Fixed-dose combinations of drugs is a modern way to decrease the risk of medication noncompliance. This type of medicines should be consider in patients with chronic conditions
like hypertension for improving the therapeutic outcomes. Pricing and reimbursement
policies for medicinal products represent two of the most significant differences in
pharmaceutical regulation among the EU countries. Some of them negotiate prices via
direct control, while others regulate prices indirectly, through profit controls or reference
pricing system. In Bulgaria, the calculation of the amount to which fixed-dose
combinations of drugs are reimbursed by NHIF is very complicated, based on DDD. Our
study used National Health Insurance Fund reimbursement database (years 2015–2017)
to examine how fixed dose combination medicines containing Enalapril and
Hydrochlorothiazide, a class of evidence-based drugs for treatment of hypertension has
been changed their price over time. The aim of the study is to measur the effect of internal
reference pricing system for this group of drugs. No significant differences were found
between the prices of the represented in the Positive drug list medicines containing FDC
of Enalapril and Hydrochlorothiazide. The reimbursement amount of this combination is
relatively very low.
